The HCLEA was started in 2007, by members of the Hays County Sheriff's Office.  The purpose was to assist in the development and growth of the relationship between the County of Hays and the law enforcement that serve the county.

HCLEA consist of members from the Hays County Sheriff's Office (Law Enforcement, Corrections, and Communications) and from all the Constables Offices.

HCLEA is a CLEAT (Combined Law Enforcement Assocations of Texas) chartered assocation and is the only bargaining agent for the law enforcement of Hays County under Collective Bargaining passed in 2009.
